Elevate Performance: Moving Maryland Forward; State of the State Address

The Maryland State Department of Education Division of Early Intervention and Special Education Services is guided by its strategic plan: Moving Maryland Forward. Now in its third year of full implementation, the plan was developed by the division for and with the special education community. It creates one integrated, statewide system focused to narrow the gap.

At the DEI/SES 2019 Professional Learning Institute held in Ocean City, Maryland this past November, Assistant State Superintendent Marcella Franczkowski gave the State of the State Address. The address examines the system drivers that challenge and shape the department’s work, reviews the performance of its system, looks at state and local system building in action, and reflects upon its focus, priorities, and opportunities to move Maryland forward.
